The NDIS is a national scheme that provides support to people who have a disability. To be eligible you need to have a disability which can be an intellectual, physical, sensory, cognitive or psychosocial disability.

Early intervention supports can also be provided for eligible people or children.

The NDIS funds participants to enable them to meet their self-determined goals.

The NDIS is a way to help participants get the support they need to do this.

To be eligible to apply for NDIS funding, there is a criteria you will have to meet.

  • You need to be 65 years and under when you apply to the scheme.
  • Have a disability that is permanent or likely to be permanent and stops you from being able to function independently without support. This includes mental health conditions and conditions which fluctuate.
  • Live in Australia, are a permanent resident, or hold a protected category Visa.

If your child is under seven, Early Childhood Early Intervention (known as ECEI ) is available to assist you to access NDIS and develop a plan for your child.

The ECEI approach supports children aged 0-7 years who have a developmental delay or disability and their families/carers.

The ECEI supports families to help children develop the skills they need to take part in daily activities and achieve the best possible outcomes throughout their life. 

What is a Local Area Coordinator?

A Local Area Coordinator or often referred to as LAC is someone from the NDIS or an NDIS partnered organization who helps you to implement your plan.

What is a Plan Manager?   

A Plan Manager is someone who can act as a financial intermediary that manages the Plan. 

What is a Support Coordinator?     

A Support Coordinator connects participants with an NDIS plan to support and services within the community. 

If you need an interpreter or have a hearing or speech disability there are services available to assist you to interact with the services you need. The NDIS website has interpreted information on its website in many languages.

The NDIS Quality and Safeguards Commission is an independent agency that has been established to monitor and improve the quality and safety of NDIS supports and services.

This has been established so that participants and their carers can expect a system that is driven by Quality Standards and Review for services. This is essential to look at better ways to support people with disabilities.

The Commission will monitor services and expect them to meet set standards to maintain their registration. Services are all bound by a Code of Conduct.

If you have a complaint you can contact the Disability Services Commissioner. This is a free and confidential service.

If you are Agency Managed, you will need to have a service agreement and booking with the service you are working with.

Service bookings are a way to set aside funding for an NDIS registered provider for the goods, support or service they will deliver. 

A service agreement needs to be completed prior to this happening.

Providers then claim payments against the service booking in the Myplace portal.  

A service booking will show the type of supports to be provided, the length of time needed and sets aside funding to pay for the support or service.

Service bookings can be made by you, your nominee or the requested NDIS registered provider. 

A service agreement is a way of ensuring that the participant or their nominee agrees to the support and services the provider is offering.

The service agreement also ensures that participant funding is available to complete the service booking.

What are the Funding Types?

You will need to consider what type of funding and what type of management you prefer. There are 3 types of plan management and 3 types of funding to understand

Types of Plan Management

There are 3 types of ways your funding can be managed.

Plan Managed:

You will have signed up with an organization that manages NDIS plans and is registered for NDIS. They will assign you a Plan Manager/Support Co-ordinator. The Plan Manager/Support Co-ordinator will charge you fees to manage your plan. However, this fee will be allowed for in your plan and NDIA will provide additional funding to pay them.

NDIA Managed ( referred to as Agency Managed ) 

This Plan allows for NDIA to pay your support provider directly on your behalf. Your providers will then make claims on the portal for payments. This requires a service agreement between the participant and provider to be approved before funds can be accessed by the provider

Providers are required to be registered to allow NDIA to pay them otherwise you might have to pay them yourself. You will need a service agreement with the provider which they will provide for you. A service booking can then be created to enable you to finalize your purchase.

This agreement will vary depending on the complexity of the service provided. A service booking and payment request will be done by the provider once the agreement has been received.

Self Managed Plans:

You can choose to manage your plan yourself.

  • You will need to keep track of all invoices, payments, and claims. You can log on to the NDIA participant Portal to make your claims through the My Place
  • You can use a non-service provider. They do not need to be registered through NDIS. However, they do need to be professionally registered
  • You do not get extra funding to manage the plan. Claims from service providers may need to be paid before services or goods are provided and you will need to allow time for them to claim back through NDIA

Funding Types:

Core funding:  Core Funding is used for everyday support and activities and related needs This includes continence related items such as consumables. For eg: Protective bedding and chair protection and washable underwear.

Capital funding: This bucket is used for assistive technology equipment and one-off purchases. This refers to devices that assist you with tasks that you cannot otherwise do without this assistance.

Capacity funding: This bucket is to help you maintain your independence and reach long term goals. This includes continence assessment training and support with the community or continence nurse specialist physio or occupational therapist (OT).
